Paper & Proposal Submissions
The International Radar Conference 2023 Core Organising Committee invites the submission of papers for original work for consideration as an oral presentation or poster, and proposals, for consideration as a tutorial or special session in the Conference.
Paper submissions have now closed. Click here to access the portal.
Please note the conference is in person and no online or virtual options are available.

Important information regarding submissions
1. Please read through the following information for each submission type before preparing your paper/proposal.
2. All submitting authors are required to create an author account before submitting their paper/proposal.
3. Submit your paper/proposal using the online submission portal. Please note; Adobe Acrobat DC is required to submit an abstract. Adobe Acrobat DC is available in Google Chrome and Internet Explorer. However, you will be required to download the plugin if using Firefox or Safari.
4. If your paper is accepted for publication at this conference, IEEE policy requires you to file a copyright release for each accepted submission. Without a copyright release on file, your paper CANNOT be published. Further instructions will be included in your decision email.
5. At least one author per accepted submission must be registered AND attend the conference to present their paper. IEEE reserves the right to exclude any accepted paper from distribution after the conference (including, removal from IEEEXplore) if the accepted paper is not presented at the conference.
Full Paper Instructions
- Please access the full paper template here in accordance with the IEEE standards: https://www.ieee.org/conferences/publishing/templates.html.
- IEEE requires all authors or their employers who intend to publish in the IEEE Xplore Digital Library to provide a transfer of the copyright.
Once your Full Paper has been accepted, the next time you log into the submission portal, you will be prompted with a popup box like the below:
- This links to an external site the IEEE Publication Agreement. Please follow and complete the 5 STEP process to transfer the copyright. You may close the window once complete.
- The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding. Detailed instructions can be found at: https://www.ieee.org/publications/rights/index.html
- For papers in which all authors are employed by the US government, the copyright notice is: S. Government work not protected by U.S. copyright
- For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 978-1-6654-8278-3/23/$31.00 ©2023 Crown
- For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-6654-8278-3/23/$31.00 ©2023 European Union
- For all other papers the copyright notice is: 978-1-6654-8278-3/23/$31.00 ©2023 IEEE
- All papers must be validated through the PDF eXpress site (https://ieee-pdf-express.org/) Please use the following Conference ID: 54928X
FULL PAPER SUBMISSION INSTRUCTIONS
- Please log back into the Radar 2023 Portal here.
- You will immediately have access to your My Submissions dashboard. On the dashboard, you will see that your abstract is already preloaded. Click the ‘Submit Full Paper’ to begin
- Click the accompanying submitted abstract, then proceed to Submit Full Paper:
- Please upload your Full Paper and answer the questions in the form.
- Click Submit
The Deadline for Full Paper Submission is Monday 4 September 2023.

Initial Papers
Initial Paper submissions are now closed for the IEEE International Radar Conference 2023.
Please follow the steps below to complete your submission:
- View and download the necessary template, via the button. Initial paper submissions must be 4-6 pages in length and must conform to IEEE conference proceedings templates. Failure to use the required templates may result in the paper not being considered for review.
- Go to the submission platform, and create an author account.
- To create your proposal submission, click on ‘+ submit‘ on the menu bar, then ‘+ paper‘ from the drop down list.
- Fill in the title and add your completed paper in .PDF format to the drag & drop box.
- Complete any co-author details, select your track, include a short abstract for the paper and select your desired presentation format.
- Click on Preview and Submit, let your preview generate and if you are happy with your submission, click on Submit.
- You may edit your submission via the portal at any point before the deadline.
- Successful initial paper submissions will be required to submit a Full Paper.
N.B. Students presenting an accepted paper in the Conference program are required to have at least one author pay for a Full Registration.

- Next to Requested presentation type, select Tutorial Proposal from the drop down list.
- Fill in the proposal title and add your completed PDF form to the drag & drop box.
N.B. You are not required to add any other speakers at this stage to the co-author section in the portal. - Click on Preview and Submit, let your preview generate and if you are happy with your submission, click on Submit.
- You may edit your submission via the portal at any point before the deadline.

Special Session Proposals
